However, it is important to understand that the terrorist network operating in the North Caucasus region does so in an area with a history of intra-state conflict. Although the first and second Russo-Chechen wars have long since ceased, it would be a mistake to view this intra-state conflict as over simply due to a reduction in direct violence. This leads us to a holistic approach which, if viewing the current violence occurring in the region as terrorism, and as a further development of a continuing intra-state conflict brought about by the intersection of both Group interest instrumentalisation of politics and Politicisation of group interest identity, should emphasise the importance of provention in reducing the threat of continued violence whilst developing a state of positive peace in the region. Nilsson argues further that when looking at an intra-state conflict, relative deprivation is the static factor, and that any identity can be politicised based on this sense of deprivation, stating that these conflicts "have a base in socio-economic contradictions, but are expressed through a politicisation of the kind of group identity that is most adequate in the specific context" (Nilsson, 1999:214). Based on the above understanding of the transition from collective violence to collective political violence, the intra-state conflict and recent terrorist attacks seems to reflect the latter; in that violence has escalated beyond a point of no return, requiring solutions greater than just a granting of increased social power.
